PLEASE MAKE SURE CYTHON HAS BEEN BUILT #134

Can we turn off this message, or make sure it is only displayed once? I always get it multiple times in a row in my console, see e.g. the beginning of https://imgur.com/wBvXcRG screenshot.

The displayed text makes it look like an error, but if I understand correctly it's just a routine warning, so I don't know if we really need it.

Of course it can be turned off. It is a remainder that Winodws is not a great OS.
