Manually restructure menus #23

With the new functionality to create sub-menus, it would be useful to have functionality to create your own menu layouts, as well as control the order (weight) of menu items on (at least) the root level.

This is already possible from a custom plugin, but there is no UI for it yet. Could potentially be added to the Plugin Manager UI to allow plugins to add custom option screens.
