Create `ru_ru.json` & add effect descriptions placeholders #29

Added placeholders for effect descriptions in en_us.json, since I can't know exactly what these effects do. (This is for mods like JEED and EMIffect) Created ru_ru.json.

Sorry to interrupt but I just completed the mob effects descs and I noticed there're two untranslated keys "subtitles.entity.eternal_starlight.aurora_deer.ambient" and "subtitles.entity.eternal_starlight.aurora_deer.hurt", if you have time you can translate them and open another pr, I'll merge it. Thanks.
