Limitations for start/stop/backup/restore/reinstall tasks per day/month for virtual server owners #235

Reason: Unlimited number of start/stop/backup/restore/reinstall tasks can lead 
to abnormally high load of physical server and productivity loss.

Description:
It will be very useful to limit: 
1. Start/stop/restart tasks on 1 virtual server for virtual server owners (for 
example, 4 tasks per 1 day).
2. Backup/restore tasks on 1 virtual server for virtual server owners (for 
example, 1 per day or 3 per week); it is useful because of no limitations for 
backup disk space by default.
3. Reinstall tasks - maybe, 1 per week?

Or, these limits can be confugured manually by Infrastructure administrator for 
each virtual server owner.

I think another way of going about this would be the ability to limit those 
operations by a time-frame, say, the user can have unlimited 
backups/restores/reinstallations of the system between 1am and 5am, and no 
option of doing so during the day.

good sugest again...

this option is good for server

more réinstall = load average and low quality hardward disk hard :/

limit just by day or month by user again... ? or all user .
