To create a Twitter app, register here. Once you have an app, register your account with the app.

Submitted application for developer account approval. Waiting to hear back. Once we do, then we can move forward with creating a Twitter app and requesting a Twitter API key

Replied to Twitter questions to understand use case and data access on 9/14. Still waiting for application approval.

Approved on 9/16.

"Your Twitter developer account has been conditionally approved, subject to the restrictions you agreed to in our previous email.

Please note that you must keep us informed of any changes to your use case or those customers you serve at all times. You can do this by logging in to the Twitter developer portal and updating the appropriate fields in the Account Details section of the developer portal. This can also be found under account details."
