Please add GPL-2 and LGPL-2 license file in release tar ball #644

Some data files are licensed under GPL-2(+) or LGPL-2(+), this require us to 
include the license text in the release tarball, for example:
supplement/jyutping.dict.yaml (GPL-2+)
preset/cangjie5.dict.yaml (LGPL-2+)
