Volume Control Sluggish #52

Version: mC2dm1
OS: Win XP SP2 Fully Patched

The volume doesn't change until you've released the mouse after dragging
the slider and when you do, it takes about 1 second to change the volume.

Perhaps this is because of the changes at r131:
Increased WaveOut buffer to 1500 ms
