Should we block creating a New Workorder if there is one still open? #6

What steps will reproduce the problem?
1. Go to Customer/Vehicle with open workorder
2. Click on New Work Order button on Vehicle form.

New Work Order will be created even though there is still an open one.

Disabled the New Workorder button when an unclosed workorder is present for the
vehicle being viewed.
