Changes:

License file has been replaced with the LGPL license file.
The stylecop ruleset has been updated so headers now include LGPL-3.0 instead of GPL-3.0.
A replace-all for GPL-3.0 -> LGPL-3.0 has been used to update all headers without effecting anything else.
