Add Tellurium Maven plugin in 0.8.0 #138

There are couple goals

1) From Maven command line, users can create new test case file
2) Support running Tellurium test cases
3) Provide help functionality like Maven help plugin. Give users 
description of UI object or a method

Start up the selenium server + headless support
