Cancel Order and Go Back buttons both submit order #24

What steps will reproduce the problem?
1. Add item to cart and proceed through checkout to preview page
2. Click either "Go Back" or "Cancel Order"
3.

What is the expected output? What do you see instead?
both buttons bring you to the order confirmation screen and enter an order in 
the system (so does the Place Order button too - that is OK)
