Increase flexibility of popup creation #90

Popups are used in three cases: as tooltips, as resource item popups, and 
potentially as menus. 

We need to extract the presentation and test the DefaultPopupManager. The raw 
events should be separated as well, and styling, timeouts, and triggers should 
be configurable.
