Upgrade to YUI 3 #9

We want to upgrade to the latest version of YUI.

It would be nice if we could rely on external hosting of the YUI library, 
either from Yahoo, or Google.  However, because we're using SSL, the external 
hosting has not always worked out.

We'll need to make sure it works with use hosted on SSL.
