Banned users can tag stories #218

What steps will reproduce the problem?
1. Create a new user in a browser session
2. From a different browser/machine, ban that user
3. Tag stories as the banned user in the same browser session

What is the expected output? What do you see instead?
I expect banned users to burst into flame if they attempt to do something 
in the system.  Or, alternatively, they could just be ignored.
