[Feature Request] Who's online #70

Now that we have profiles and a more accurate User.LastActiveOn date (since
SVN revision 242), it would be nice to have a page listing users who are
online. We could also have a small 'who's online' widget on the homepage.

We could consider users who have been active within the last 30 mins to be
online.
