Prevent archival of banned images

Some /a/ friends enjoy posting the same "fun for the whole family" images
when they want a particular thread deleted. In a sane world, no one would
care about tiny thumbnails lost among hundreds of thousands of other tiny
thumbnails, but we do not live in such a world.

The last time I had to clean up the house, I populated a table
(banned_media) with the media hashes of images that had to go and wrote two
small scripts to give me the paths of the offending thumbnails. Obviously,
what should happen here is that the archive shouldn't archive them in the
first place.

Moved these issues to Github ( https://github.com/eksopl/fuuka/issues ). I just 
can't stand Google Code's issue tracking stuff anymore. I deeply apologize. Its 
lack of editing comments, comment previewing and any kind of comment markup is 
driving me insane.

fuuka @ Google Code still remains the official repo, though.
