Handling of [banned] tags in archived posts #37

The archive forbids you from using the [banned] tag in an internal reply,
but right now, anyone can make RED TEXT show up in the archive by using
[banned] tags on /jp/.

We want BBCode to carry over to the archive, but not this particular one.

People are using the [banned] tags in 4chan already, I guess the easy solution 
is to have a random string in the config file that gets appended to the banned 
tag in order to be recognized as one.

Something like [banned:h387g](USER WAS BANNED FOR THIS 
POST)[/banned:banned:h387g].

Actually, this solution is far easier and backwards compatible.
