Bookmarks tagged '/' don't show up in the user home page #13

What steps will reproduce the problem?
1. Tag a bookmark '/' (i.e., without the single-quotes)
2. Save the bookmark
3. Go to the user's home page and look for bookmarks tagged '/'

What is the expected output? What do you see instead?

The tagged bookmark should show up in the home page. However, a server
error is returned.

Added additional rules to remove URLRewrite unfriendly characters from the user
tagging inputs. Relates to SVN Revision: R234
