Add tag cloud to edit tag relations screen #16

Enhancement request.
It would be very helpful when you go to the screen to edit tag relations
that the user is able to view and interact with the tag cloud from this
screen.  This will lessen the possibility of entering the wrong tag or
mistakingly create a new tag.  It should also make editing tag relations
easier.

version 2.3.0 now supports this feature.
