Tags without bookmarks are not listed in the rename tag drop down box. #18

What steps will reproduce the problem?
1. Create a new tag and do not assign tag to a bookmark 
2. Attempt to remove newly created tag from Settings/Rename Tags option.
3. Tag is not listed.

The default tag list should be used for the Rename tag drop down box.

Rename tag drop down will not display tags that have never been used.
