Change the "Edit Tag Relations" to "Create/Edit Tag Relations" #19

Harry N. has requests that within the Setting menu that the "Edit Tag
Relations" be changed to "Create/Edit Tag Relations".  That is to let the
user know that they are able to create tags and their relations there as
well as edit tag relations for existing tags.
