Unable to resize the preview URL window #20

What steps will reproduce the problem?
1. Create a new Bookmark or edit an existing bookmark
2. Select the "Open URL in a new window" link
3. This window is not able to be resized in IE.  In FireFox the user is
able to resize the window but unable to maximize.

What is the expected output? What do you see instead?
The user should be able to resize the window.  The user is unable to resize
the window.
