When a tag is not assigned to a bookmark it needs to be removed from tag relations #21

What steps will reproduce the problem?
1. in the epaguest account go to settings/edit tag relations and enter jim
into the create new tag.
2. When the edit tag relations comes up for jim the user can see that jim
is related to bob but bob is not assigned to any bookmark.

What is the expected output? What do you see instead?
Nothing should be displayed in the related to box.  That would mean that
tags that have not been assigned to bookmarks will not be in tag relations.

Not sure if this is the desired behavior. sometimes users may want to 
pre-define tag
relations before they start using these tags. No fix.
