What steps will reproduce the problem?
1. Use bookmarklet to save a new URL

What is the expected output? What do you see instead?

The pop-up windows should be focused -- i.e., above the parent browser
window. However, currently this pop-up windows is hidden behind the parent
windows in both IE and Firefox.
