Make project doesn't work disconnected #79

Currently, the make project scripts attempt to figure out the latest
version of JCatapult core in order to add the correct dependencies to the
project.xml file and create the project. If you are disconnected, these
scripts fail completely, even if you have a version of JCatapult in your
local cache. These should not fail and should use the new Savant version
determination system to figure out the latest version of JCatapult.

This is mostly solve. This will work disconnected now if you have previously
downloaded a JCatapult Core version using Savant. If you are using the project
creation for the first time and are disconnected, it still will not work. This 
seems
like a fine compromise.
