Write an XML schemas and publish them to the jcatapult.org site #85

We should start writing all the schemas for our XML files and deploy them
to the jcatapult.org site at this URL prefix:

    http://www.jcatapult.org/schemas

Here are the schemas I can think of that we need to write:

  - Module XML file
  - Deployer XML file
  - Savant XML file (this should be part of the savant project)

I'm assigning this to James to begin with for the deployer XML file. James,
if you want to write the module XML as well, go ahead. Otherwise, when you
are finished, assign it back to me for the module XML file.
