Jcatapult static resources are being loaded only from JAR #90

The module static resources should be loaded first from the webapp and then
from the JAR. It seems like this doesn't work and if it is in the JAR, it
only loads it from there.

This can't be true because the modules store their static resources in the web 
directory until they are bundled in 
the JAR file. I verified in the code that it looks fine. Closing for now.
