Setup Program is not readable #17

What steps will reproduce the problem?
1. Compiler a release version of setup program and run
2.
3.

What is the expected output? What do you see instead?
It should have a readable version (Chinese or English), but the words in 
the setup program is not readable

Please use labels and text to provide additional information.
Windows XP SP2, Chinese Locale.
