Viewport prevents very bottom of a webpage from being viewed

What steps will reproduce the problem?
1. Access a webpage with content near the bottom of the page
2. Try to scroll down to view this content
3. Note the "snapback" of the viewport from preventing the content from being 
viewed (it is likely under the navigation content).

What is the expected output? What do you see instead?
I expected to be able to see the content at the bottom of the page. Instead, 
the content was hidden. I can scroll down to view the content but upon 
releasing, the page is snapped back to hide the content.

What version of the product are you using? On what operating system?
memento-browser 1.0. iPhone 4G. iOS 5.1
