Attempt to select newly drawn point/line/poly results in a pan #107

What steps will reproduce the problem?
1.  Draw a new point, line or poly
2.  Oops - I made a mistake, I need to edit it.  Choose the Edit tool.
3.  Notice that the layer you were editing is already selected.
4.  Try to draw a select box - the map will pan instead.

To fix this:
1.  Either in the Edit tool select a different layer to edit, then come back to 
the one you really want
OR
    Go to the Draw tool and select any layer, then come back to the Edit tool and select the layer you really want. 

This is a pretty annoying problem because it's likely that some editing will 
take place immediately after the first draw.  The behavior is seen in all 4 
browser types (IE, FF, Safari, Chrome). 

Please use labels and text to provide additional information.

You can try this with 

http://maps..../map_ol_mop/oliver_editing_demo.php 

After Jan. 10th 2012 it will be map_ol instead of map_ol_mop

More info - what's happening is that the layer is already selected in the edit 
layer list, so the user user is unselecting is.  The status is out of sync.

Actually it's not that simpler - even if it's already selected it pans. It's 
not possible to unselect it.  Only if I use the draw tool, select the layer 
there, then go back to the edit tool is it unselected and I can select it.
