mkzip script needs to extact raster and use the SDE name for the tif (instead of the title) #109

As mkzip has undergone revisions somehow this functionality has broken.  The 
staging maps copy of mkzip will keep the SDE name for rasters, the production 
maps copy does not.  OLIVER should download shapefiles and raster GeoTiffs 
named with their SDE names.  For vector data the files are properly named.  For 
raster data the files are being named their folderset title instead of their 
SDE layer name.    We would like the working HTTPS production maps version of 
mkzip to be updated to keep the proper SDE name for a raster GeoTiff file.  The 
SDE name presents fewer unusual characters and avoids problems.

This is Enhancement 10 in Task Order 4.
