Basemap opacity slider is set to 0% for opaque basemaps in permalink map #124

What steps will reproduce the problem?
1. Select a Bing, OSM, or TopOSM basemap and set the opacity of the basemap to 
100%.
2. Make a permalink for the map.
3. Open the permalink map. The opacity of the basemap will be correct, but the 
basemap opacity slider will be set to 0%.

What is the expected output? What do you see instead?
If the basemap is completely opaque and a permalink is made, then the basemap 
opacity slider of the permalink map should be set to 100%. If a permalink is 
made for a completely opaque Bing, OSM, or TopOSM basemap, then the basemap 
opacity slider will be set to 0% in the permalink map. The opacity of the map 
displays correctly, but the slider is wrong. It looks like the permalink URL 
says "baseO=null" instead of "baseO=1." If the basemap opacity in the original 
map is less than 100%, then the opacity slider in the permalink map works 
correctly. CloudMade and Google always work correctly.

Please use labels and text to provide additional information.
Tested MORIS v. 2.0 on Windows 7 and Chrome 17.

I cannot reproduce this.  Perhaps the OL upgrade fixed this.
