Lose scale ratio formatting after turning the scale ratio off and on #127

What steps will reproduce the problem?
1. Start MORIS. The scale ratio in the lower right-hand corner of the map will
be formatted so that it includes the full number with commas and there are no
spaces around the colon (e.g., Scale = 1:2,183,916).
2. Uncheck "Show scale ratio?" in the scale settings menu. The scale ratio will
no longer be shown.
3. Check "Show scale ratio?" back on. The scale ratio will no longer include
the full number with commas and there will be spaces around the colon (e.g.,
Scale = 1 : 2M).

What is the expected output? What do you see instead?
The formatting of the scale ratio should be the same after turning the scale
ratio off and on. The full number with commas should be used (e.g., 1:17,000
instead of 1:17K) and the spaces around the colon should be removed.

Please use labels and text to provide additional information.
Tested MORIS v. 2.0 on Windows 7 and Chrome 17.
