Reordering a datalayer in the Active Data Layers window seems to be a sensitive 
thing.  If the layer is dragged to the white space below the set of layers 
(say, I want to move the layer to the bottom) there is a red circle with a red 
line through it - the symbol for "no".  I also get this symbol when the mouse 
is over other bits - for example the check mark, sometimes the symbol.  Is it 
possible to make it easier to drag layers up and down by reducing these 
restrictions?
