Editing tool only works with custom basemap #60

This is related in the code to Issue 57. (Quickzoom dropdown only works for 
custom basemap).

Saul says those tools are assuming the declared srs in the configuration.

However, if the Identify tool can work across basemaps these should be able to 
as well, otherwise they are just not as useful. 

What happens on a non-custom basemap is that a box can be drawn around features 
but no features are selected.

This is resolved as of r171.  I've tested on the google basemap as well as the 
massgis default basemap.
