Allow Draw button without the Edit button #65

This is an idea.  It might be useful for apps that want the user to enter data 
but not edit it (or potentially edit other entered data) to only have the Draw 
tool but not the Edit tool on the interface.  It's true the user would not be 
able to fix a mistake that they made.  But DFG was thinking along these lines.  

We'll have to discuss if this fits within a good strategy of editing or not.
