Using Editing tool without selecting a datalayer results in Pan behavior #84

I should think we would want nothing to happen instead?

This is not an OpenLayers 2.11 issue, it happens with 2.10 as well.

As an example, use this viewer:

http://maps.massgis.state.ma.us/map_ol_editing/edit_testing.php

Select the Edit tool, but don't select "Geoserver Editable Line".

Try to draw a box, the map will pan instead.

Similarly, if you DO choose "Geoserver Editable Line", then draw a box that 
doesn't include any red lines, then try to draw again, you'll get the pan 
behavior, because apparently the datalayer selection needs to be selected fresh 
each time, it is not saved. I could see a user accidentally missing the 
features and not thinking that they had to go up and reselect the active layer 
before drawing a box again.

It's too confusing to keep the editable layer selected. 
A "no features found, please reselect layer and redraw box" message would be 
helpful, but it's difficult.  
For now we'll just have to tell users to reselect the layer if they miss 
features.
