Vertex gets stuck on WFSTFeatureEditing window #96

After selecting a point, line or poly a WFSTFeatureEditing window opens and 
vertices are also highlighting in orange on the feature. If a vertex is moved, 
but accidentally touches any side of the WFSTFeatureEditing window, the vertex 
is the stuck to the window.  The window can be moved away from the vertex, so 
that is a "way out" of the situation without needing to cancel editing that 
feature and start over.

It turns out that the vertex can also be unstuck by clicking again on it.

So, the problem starts by clicking on a vertex, holding down the mouse and 
dragging the vertex around.  If the vertex hits the WFSTFeatureEditing window 
that dragging ability stops.  If I click again on the vertex and hold down I 
can start dragging it around again.
