installer cannot start: no config.php exists #56

From a vanilla install: After extracting the program into a webserver and 
running index.php, the installer says it cannot continue because the 
config.php file does not exist and it is not writable.

just change the name of the sample config file to config.php and you should be 
away.

Yeah, I know. Thanks. It's still a bug though. Devs either need to add an empty 
config.php or change the name of config-sample.php to config.php to make the 
installer work without hacking the code right from the start. Sure most should 
know 
what to do. It's just a papercut in the program that can easily be avoided.

i have this 2 file i have chmod 744 for both still i getting error in screen 
shot

what do we do on the error
