Locale for pages in admin panel (backoffice) #71

What steps will reproduce the problem?
1. Create new page.
2. Edit new page (change locale) and save.
3. Try to edit again -> locale stayed the same.

Fixed partially. You can now save the locale but not all the languages are 
present in
the locale table. (working on it)
