Add purl for the SDMX-RDF document #34

We agreed to assign a PURL for the SDMX-RDF spec document itself, so that we 
can begin to expose it more widely with a more user-friendly location

Done. Created http://purl.org/linked-data/sdmx/guide.html
which current redirects to the SVN browse entry.

All of us are set up as administrators, as usual.

Shout if you would rather go for a different URL.
