Rename the vocabulary #37

Following the discussions on the publishing-statistical-data google group it 
was suggested that the name SDMX-RDF needs to be changed.

The vocabulary is not a full interchange syntax for SDMX but a way of 
publishing statistical data in RDF using the SDMX data model. The current, 
provisional, name obscures that.

At ODaF 2010 it was proposed to factor the vocabulary into a core "data cube" 
vocabulary and extensions to the full SDMX model (and indeed other extensions 
would be possible such as DDI).
