admin messages #72

There should be a way for an admin to send messages to all users of a notebook. 
 Things like: "System downtime is scheduled for XXX" or "Restarting system for 
maintenance in X minutes; save all worksheets now".  These messages could 
appear on a user's worksheet listing page, or if the message was urgent, could 
flash up in any open notebooks.
