Trouble with 404 customizations #19

Hi,
Trying to customize 404 error page but its not working.
File is called 404.html not getting picked up.
Setup in same directory as root.  Allowed ?
How can I debug this?

More info ...  I've tried everything now.  No matter what I do I can't get a 
custom 404.html to show up.   It shows a standard html page which appears to be 
coming from ServDroid.  Even tried .htaccess but I guess that's not implemented 
either.

If you reset the program to defaults it creates a 404.html page but if you 
overwrite it, it has no effect.  Tried clearing the browser cache.
