After joining a battle, if map is not available, doesn't automatically put ready, instead as "Spectate" #31

What steps will reproduce the problem?
1.Join a battle without the map used in it
2.SL automatically begin to download map and put user to "spectate"
3.After map is downloaded, doesn't automatically put as "play" instead 
"spectate"

What is the expected output? What do you see instead?
To not change to "Spectate" in user have not the map. Instead it should be 
"unsync" but waiting to start the battle and never put to spectate, cause the 
battle could start (and usually it happen) without the user while downloading 
map.

What version of the product are you using? On what operating system?
Latest. Linux x64

Please provide any additional information below.
ZK and NOTA does it right, if you don't understand what I want to say.

That was developed as a measure against lots of unsynced newbies constantly 
joining battles and preventing them from starting, that was a huge problem 
right after the Steam release. Player numbers subsided since then, but I'm not 
sure if we should disable this, since there are little legitimate reasons to be 
unspecced while unsynced.

There's now a setting to disable this behavior, restart the lobby to see it.
