The show all button, minimizes the image instead of scaling it to the available space.

What steps will reproduce the problem?
1. Display any SVG image using objects tag inside the browser.
2. Right click the image and choose, Show All.
3. Notice that instead of scaling to fit, the image minimizes to a very 
small size.

What is the expected output? What do you see instead?

The image should scale to fit into the available space.

What version of the product are you using? On what operating system,
browser, and version of Flash?

IE8 on Windows 7.

Please provide any additional information below. Reduced test cases are
always appreciated!
