We can commit code to PHP that is not linted. Make a commit hook that will
lint it.

This is going to have to be delayed to a continuous integration framework.

The reason why is that the commit hook can't reject a commit. It is only done 
after a
commit. Maybe we can e-mail the developer if it fails continuous integration, 
but
that's about it. :-(
