Update bootstrap to use PHP #4

The code necessary to boostrap the system is getting more complicated. Have
it boostrap assuming PHP is installed from the command line.

You'll have a little complication for sudoers

Current strategy. Write PHP scripts to do PHP related functions from the 
command line.

Future: consider moving it all into a single PHP script that works 
interactively (php -a)
