replaced all gpl code

we *must* get rid of the gpl code in the project immediately. it occurs in
two places:
 * lines 138-181, editprofile.php
 * lines 95-121, common.inc.php

removed the gpl code from `lines 138-181` in `editprofile.php`. i recoded it 
from
scratch using information from http://en.wikipedia.org/wiki/List_of_time_zones.
