Ability to "live" update logging levels? #104

What steps will reproduce the problem?
1. To change logging level right now you have to modify log4j.xml and rebuilt 
the project (.jar and .war) then redeploy

What is the expected output? What do you see instead?
1. Ideally if you temporarily needed to turn on and off debug logging in a 
production environment you wouldn't want to have to shutdown the server.
